SHADES of Development would like to recognize and thank the outstanding people that willingly volunteer their time and resources to guide SHADES of Development in the pursuit of cultivating our community’s children.
Cindy Buttry

Chairman of the Board

Cindy is a steward to her community and focuses her energy in numerous roles that advocate for the interests of children.  Her service work includes serving on the Knox Count School Board, as well as the local and County Chapters of the PTA.   Cindy brings experience in board development, governance and strategic planning to the SHADES Board.
Kathy Hart


Kathy mixes her passion for music with her passion for children.  She is the founder and owner of Hartstrings Studio where she develops some of the best young violinists in the Knoxville area.  She also serves as the executive Director of the Knoxville Youth Orchestra.  She brings creativity, teaching expertise and a passion for performing arts to the SHADES Board.    
Roger Kiger


Roger a lifelong East Tennessee resident grew up in Maryville, TN and received his bachelor’s degree in business and leadership management from Lincoln Memorial University.

Roger began his financial planning career in the financial industry 1996.  In March of 2007, Roger founded Visionary Horizons Wealth Management Firm.  Today, Visionary Horizons Wealth Management is a Registered Investment Advisory Company focusing on financial planning and wealth management for high net worth individuals. Roger holds his Series 7 and Series 65 securities licenses as well as his Life and Health insurance licenses. He is also a Certified Financial Planner® and works full time at his practice.  In addition, Roger has been involved in starting six local business of which he still owns five today. His primary focus is building a culture in Visionary Horizons, LLC to serve the community, their clients, and their employees.  

Supporting strong and healthy communities is also important to Roger.  He has been involved with United Way of Anderson County, American Cancer Society’s Relay for Life, Fort Loudon Lake Association, Tech2020, and Animal Works. He is also active in helping startup businesses find resources to grow into successful companies through his involvement at Three Roots Capital, Lighthouse Fund, Angel Capital Group and the Oak Ridge Fund for Achieving Community Excellence.  Roger brings a wealth of financial and business practice experience to the SHADES of Development Board.

During his off time, Roger enjoys hiking with his wife Janice and Herbie and cycling for the Visionary Horizons Team.
Lee Anne Donaldson

Board Member
Lee Anne served as the Finance Officer for Bandit Lites, an international commercial lighting company based out of Knoxville, for more than 22 years.  She has extensive experience in budgeting, systems management and accountability monitoring.  Lee Anne brings her financial expertise to the SHADES Board.

Tim Schade

Vice Chairman of the Board

Tim holds a Bachelor's Degree in Criminal Justice and Business Administration with a Master's Degree in Public Administration.  He has served as a Senior Evidence Technician at the Knoxville Police Department for over 25 years.  He was instrumental in the content development and delivery of the curriculum for the National Forensic Academy, where he currently serves as a Training Specialist.  Tim has shared his enthusiasum for youth sports and leadership through coaching baseball and basketball.  Through his work, Tim has seen first hand the importance supportive afterschool programs in keeping kids safe and off the streets.  
Doug Dawkins

Past Chairman of the Board

Doug brings over 50 years of business and community service expereince to the SHADES Board.  Before retirement, Doug served as the Divisional Vice President of American Express Financial Services.  He has also served in a variety of leadership roles with the Rotary Club, The Tennessee Cattleman's Association, The Knox County Coop and the Kiwanis.  Doug has a special interest in educating our young people about economy, free enterprise, and all aspects of health, nutrition and conservation.  

Kim Frazier

Past Chairman of the Board
Kim has extensive professional experience in Human Resources.  She has served on the Board for the Restoration House and the Board of the Knoxville Volunteer Resue Squad.  She now gives herself fulltime to her children.  Kim is currently taking a leave of absence from the SHADES Board while she invests her time in her children as they complete elementary school.  Kim remainds as an advisor to the SHADES Organization.
